Professional Experience
Human Resources Specialist (Information Technology)
U.S. Office of Personnel Management (Washington, DC) 2008 - Present

I am currently detailed to the OPM Open Government Team where I lead the Management, Policy and Sustainability Team (MPST). I am also a member of the Data Team, the Knowledge Management Team, and the Core Team. During my work on these teams, I wrote several strategies and requirements documents on instituting Communities of Practice, collaboration across offices, organizational-wide business process management, and knowledge sharing strategies at OPM. I developed the requirements for OPM’s proposed knowledge management system (KMS) through a review of other agency requirements documents, interviews, and application demonstrations. My Learning and Knowledge Sharing Strategy and KMS Requirements document led to the decision to adopt Drupal as the basis for the KMS.

As part of the OPM Open Government Team, I wrote the Data Strategy which served as the basis for the other documents. In this document, I discussed the need for data categorization and organizational-wide taxonomy to structure the KMS. A key component of the KMS is a “knowledge dashboard” where OPM employees can access organizational knowledge through a common interface to aid them in better customer service and work performance. As part of introducing business process management at OPM, I wrote a section in the Learning and Knowledge Sharing Strategy about instituting performance dashboards that would measure key performance indicators to provide feedback on how well OPM is achieving its strategic goals.

I am the office expert on Section 508 compliance and the use of web standards in the construction and presentation of websites. I also advise other offices on how to create Section 508-compliant PDF documents for online publication and distribution. An example of my expertise with Section 508 is how I redesigned the indexes the Special Rates tables. In the previous system (SRTIS), the indexes listed the Special Rates tables by occupation and by agency. These were static HTML pages that essentially consisted of large tables and did not have the required tags and attributes as required by Section 508. I simplified the table structure and added scope attributes to table tags to accommodate screen readers like JAWS. Another design feature was to convert the all Special Rates tables listing from a text-formatted table to an HTML table for easier processing by screen readers.

I regularly perform data analysis using SAS, Excel, and Access in my work. I used SAS to analyze Central Personnel Data File (CPDF) data to produce statistical measures and Excel charts for a report to the White House on the use of Recruitment, Relocation, and Retention bonuses by thirteen agencies. Another analysis project involved CPDF and SAS to determine hiring trends of the general federal workforce versus hiring for the Federal Career Intern Program.

All my courses are designed, constructed, and delivered solely by me. I am proficient in both traditional course instruction and online course instruction. I am especially interested in using the latest findings in neuroscience of learning and digital instruction methods to create active and engaging courses.

In my web development course, I include a section on web standards that addresses Section 508 and the W3C Guidelines. I cover the use of alt tags, how to create Section 508-compliant tables, and why it is important to properly structure HTML pages for processing by voice browsers. I have had several visually-challenged students in my web development course and worked with the University of Louisville Disability Center to modify my lectures and exercises to meet these students’ needs. In 2007, I was certified in Web Accessibility Design by the University of Louisville Web Accessibility Program (http://louisville.edu/web/accessibility). This program is built around the Section 508 and W3C guidelines. As a university instructor, I have also received training on my obligations under Section 504.

All of my online lectures are created using PowerPoint with audio and are self-running. I also use screen capture programs such as Camtasia in creating my online class lectures and demonstrations in basic HTML and CSS tasks. Coach colleagues in the use of SPSS for statistical studies and by helping them develop both quantitative and qualitative research designs. I have also trained new faculty in the use of computer projection systems and the use of Blackboard. Have also trained faculty in the use of Internet tools such as wikis and blogs for teaching.

Project Manager/Developer
Technology Consulting, Inc. (Louisville, Kentucky) 2001 – 2003

Project lead for four separate projects: delegated work to five developers, prepared cost reports and status reports for clients (using EVA); substantial client and stakeholder management.  First project: Converted 38 Lotus Notes Applications into ASP applications that are used by petroleum engineers to schedule and maintain refinery operations.  Second project: Created an inventory tracking application for the Symbol 8100 Pocket PC Scanner.  Third project: Analyzed and created technology plan for the University of Louisville Medical School Palm education program.  Fourth practice: Created HIPAA-compliant web site for a ten-doctor medical practice.  

Web Programmer
Digicove (Jeffersonville, Indiana) 2000 – 2001

Created and managed Microsoft SQL Server 7 and mySQL databases used in various web sites.  Used ColdFusion, Perl, Javascript, VBScript, and iHTML to create applications for real estate listings, stock quotations, web site management tools, and online contests.  Built several applications for WAP-enabled phones and Palm Pilot web clipping applications.

Computer Technician
Jefferson County Property Valuation Administration (Louisville, Kentucky) 1999 – 2000

Developed Crystal reports from the main property parcel database (housed on SQL Server 6.5/7.0).   Created smaller end-user Access applications for various departments.  Provided technical support for the PVA modem service and help-desk duties involving Microsoft Office software.  Designed and programmed an Access application to store information about satellite city tax bills and produce the individual tax bills.

Program Analyst and Project Manager/Presidential Management Fellow
General Services Administration (Washington, DC) 1998-1999

Primary duties were to monitor state, regional and local government issues, report on emerging trends and suggest projects and products that the office could create for use by state, regional and local government officials.  Advised on purchasing and using multimedia and computer equipment to augment our office web site and served as a technical consultant on several office functions.  Assigned to the Year 2000 project team that provided support to the President’s Commission on the Y2K Date Conversion.  

Designed and programmed a web-enabled Cold Fusion application that would collect technology/policy initiatives of state governments and produced reports for state policy makers.  Demonstrated this application at the 1998 National Association of State Information Resources Executives Annual Meeting.

Created a Y2K awareness program, Community Guide to Y2K, where our team partnered with the American Library Association and National Association of State Library Officials to promote the Guide and associated web site.  Our team worked in conjunction with the President’s Council on the Y2K Date Conversion in contacting community groups and coordinating our outreach efforts to citizens and community groups. Created and authored a weekly email bulletin for state/regional/local governments on managing the Y2K computer challenge.

Initiated campaign to increase the awareness of the Year 2000 Computer challenge among the Native American community.  Coordinated meetings with National Congress of American Indians, designed materials to be distributed at conferences and events, and assisted on preparing presentations for my team leader at the 1998 National Congress of American Indians conference.

Computer Specialist/Presidential Management Intern
U.S. Social Security Administration (Washington, D.C.) 1997 – 1998

Started as an entry-level programmer in the Earnings and Enumeration Branch.  This branch is responsible for creating management information systems for projects concerning the distribution and tracking of Social Security numbers and the tracking of Social Security payroll deductions.  Duties were to create front-end Visual Basic applications that would access databases systems (Access, Oracle, DB2) and produce reports from the information contained in the databases.  Designated as the office resource on emerging Internet technology.  Gave several presentations on current desktop applications, database modeling tools and groupware.

Elected to two terms to represent part-time faculty members in the Faculty Senate.  Worked with UofL Human Resources Department to create L11 category for part-time faculty who have taught at U of L for at least 1 year, which provides year-long contracts and addresses problems with access to benefits.  Drafted and successfully petitioned the Faculty Senate’s approval of a Motion establishing guidelines for part-time faculty pay raises.  Worked with the Delphi Center to develop the Part-Time Faculty Institute, which provides professional development.  As Chair of Part-Time Faculty Committee successfully lobbied to have a formal grievance process for part-time faculty to protect their employment rights.
